Not long after you depart High Hrothgar, a mysterious invitation finds its way to you, requesting your presence in Solitude — at a given hour, in an agreed-upon location, at a specified table. But after all the cloak-and-dagger, the amicable man you meet is surprisingly honest with you: his name is Kesem Bolar, and he is an inspector with the Penitus Oculatus tasked with investigating the Helgen incident — as well as your involvement.
His lead — or rather, the one his superiors are keen to investigate first — is, of course, the Thalmor. Inspector Bolar suggests that, in order to rule out the Thalmor involvement at Helgen, the two of you infiltrate an exclusive soiree at the Thalmor Embassy and snoop around. In order to get into that party, you will need to obtain an invitation, and Inspector Bolar just so happens to have the perfect mark in mind: Second Emissary Valinwe, a small fry in a provincial pond... with a big secret.
Do you have a knack for vandalism? Are all things fair in love and war? And how much do you know about the finest arts? Players will choose from a few different paths, distinct from each other in plot and mechanics. Guiding you through each approach, Kesem will challenge the player's choices and, perhaps involuntarily, reveal a bit more than intended about himself to a keen observer. Whichever path you choose, you'll find that few people have only one side to them... including, perhaps, the Dragonborn.
"People who feel they're in control are easier to manipulate... Holding power over someone is addictive, especially to petty people."
